China's Disarmament Ambassador Shen Jian attended the 78th session of the Disarmament and International Security Committee of the United Nations General Assembly on the 24th to elaborate on China's policy propositions on global governance of artificial intelligence and information security issues.
Regarding the global governance of artificial intelligence, Shen Jian said that China advocates the concepts of people-oriented, intelligence-oriented, development-oriented, and ethics-first, and advocates ensuring that artificial intelligence always develops in a direction conducive to the progress of human civilization. China launched the Global Artificial Intelligence Governance Initiative, calling on all countries to strengthen exchanges and cooperation, jointly prevent risks, and continuously improve the safety, reliability, controllability, and fairness of artificial intelligence technology. China actively supports discussions on the establishment of an international governance body for artificial intelligence under the framework of the United Nations to coordinate major issues on international artificial intelligence development, security and governance.
Shen Jian emphasized that China opposes drawing ideological lines or building exclusive groups to maliciously obstruct the development of artificial intelligence in other countries. Countries, especially major powers, should adopt a prudent and responsible attitude towards the development and use of artificial intelligence technology in the military field, not seek absolute military superiority, and avoid damaging global strategic balance and stability.
Regarding information security issues, Shen Jian said that maintaining the peaceful nature of cyberspace is the only option. We must highlight the main tone of pursuing peace and promoting cooperation, oppose cyber conflicts and cyber wars, and build cyberspace into a digital opportunity to promote economic and social development, rather than A new battlefield for great powers to compete. The Global Data Security Initiative proposed by China provides effective solutions for maintaining global data security. China is willing to work with all parties to build a community with a shared future in cyberspace
